Here are a few lines from /var/log/kern.log. I have updated the system using both apt-get and rpi-update, with no change. I also temporarily replaced the wireless keyboard with USB mouse and keyboard, with no change.

In order to eliminate possible issues I've used systemd to dis-enable the bluetooth and the wireless, with no change. My setup seemed to work fine the first few weeks (with no lag problems), then for no known reasons (no system changes) I began to get increasingly long lag periods, and those occurring more often. I do not get this behavior on my desktop or laptop computer (which are on the same internal Ethernet network), so I don't think the problem is related to my ISP or network. When streaming Youtube I get intermittent random periods when the video freezes for anywhere from 1 second to 10 seconds, though the audio continues as normal. The setup has two USB harddrives connected (for unrelated network storage) and uses a wireless keyboard with integrated mousepad. All I need for this is the browser, so the setup is pretty minimal.

I've been attempting to use my RPi3 B+ connected to my dumb TV to watch Youtube movies.
